Why does the branch on my rose bush just keep growing?

I have an orange rose bush in my backyard for the last 5 years. It was pruned in the winter and new shoots have come but one branch is just growing monstrously, It was upright and now it has become so long that it is plopped on the ground and is like a runner now. The shoot is still growing and no signs of any buds at he tip , any idea why that happens and why only one branch when the rest of the bush is normal. Do I just cut off this stem?

That’s a “runner”. Cut it off entirely.
That big one is not good for your plant. Most of the time they are almost redish in color. It sucks the nutrients out of your rose bush, cut it off completely and your plant will be much healthier. :)
If it is coming out below the bud union (place where branches come out from trunk) it is a sucker (growth from the plant the orange rose was grafted onto) and should be removed. It sounds like it is a ‘blind shoot’—they are just aberrations that never produce flowers,
